SUPERVISION Under direct supervision of the Electric Director. About the Position The Electric Line Superintendent, as part of the Kirkwood Electric Department, is responsible for leading the construction and maintenance staff in its execution of the City of Kirkwood and Kirkwood Electric strategic plan to support the delivery of low cost, reliable electric service to the customers of the utility. This leader will deliver major strategic impact by delivering solutions that support the resiliency, growth and strength in the Kirkwood community. Key responsibilities include: Construction project management, maintenance, installation of equipment and procurement of materials on energized and de-energized transmission lines, substations, primary and secondary overhead and underground lines. Developing, monitoring and the communication of the Kirkwood Electric Construction & Maintenance Budget. Monitoring of staff's adherence to the City of Kirkwood Personnel Rules and Regulations and the Collective Bargaining Agreement with the International Brotherhood of Electrical Workers Local 2. Monitoring and compliance of all state, federal and local regulatory policies. Collaborating with all state and national trade organizations including the Missouri Electric Commission and the American Public Power Association. Ensuring that reports and records, including: time sheets, mileage, materials used and retired, work accomplished, are prepared and submitted on a timely basis by operating personnel. Observing crew performance to ensure that good safety and work practices are followed, coaching personnel in correct procedures, and taking corrective action on the job site when safety standards are violated. Evaluating job performance of subordinates, making recommendations for advancement of apprentices. Attending and participating in job safety and training programs, teaching theory and techniques as assigned. Maintaining familiarity with system specifications for line construction and maintenance and with changing work practices within the industry; recommends changes in work procedures to his/her supervisor; and informs subordinates of changes of work practices and procedures. Reviewing the training of line personnel to ensure that apprentices receive assignments and training appropriate to their levels. Assigning and supervising work schedules of personnel, and approving absences from duty. ยท OTHER FUNCTIONS Participates in staff meetings to interchange information, confer on mutual problems and develop plans for future action. Determines workflow, coordinating work order activities with supervisor, established operating procedures, and develops daily work schedule. Issues clearances to energized or temporarily de-energized lines and complies with all safety procedures when opening and closing energized lines. Investigates accidents involving Electric Department line personnel and equipment to determine causes and takes appropriate action; reports details to the Director. Appraises departmental personnel periodically and counsels with employees to help them develop and improve. Ensures that departmental personnel are trained adequately for their respective positions. Prepares periodic reports of department activities and submits to Director. Meets with suppliers and vendors to learn about new products, special purchase arrangements and general availability of line materials and equipment. Prepares requisitions for needed items, in accordance with bid quotations and budget information. Maintains familiarity with utility specifications for line construction and the changing construction requirements of the system. Maintains familiarity with National Electrical Safety Code specifications. Supervises procurement of materials for crews to ensure job schedules are met. Checks completed work order sheets to see that materials were used as specified. Maintains warehouse security and performs checks on physical inventory and requisitions materials and supplies when needed. Prepares or assists in the preparation of specifications for vehicular equipment and other line construction equipment and tools. Assists Director in the formulation and recommendation of construction and maintenance policies for the system. The Electric Line Superintendent shall secure approval of the Electric Director in making decisions when policies are not clear or adequate or require interpretation. QUALIFICATIONS Bachelor's degree in Electrical Engineering with a Professional Engineering License. Minimum of 10 years of professional level engineering experience required. Five or more years of supervisory experience required. Master's in Business Administration preferred but not required In addition to the above qualifications, the successful candidate will demonstrate: Experience in utility transmission, substation and distribution system construction, design and modelling. Experience in utility business practices and finances including budgeting, budget monitoring and forecasting. Experience in utility service extensions as part of various scales of redevelopment projects including new services for condominiums, commercial businesses, residential services, educational facilities, and municipal buildings. Experience in utility environmental regulatory affairs. Experience in utility legislative affairs. Experience in utility strategic planning including the development of long range and short-term goals, measures and targets. Experience in utility human resources including best practices in recruitment, retaining, training and performance measuring. PHYSICAL REQUIREMENTS Mental demands work of position is generally varied and employee may experience intense pressure in dealing with people, in meeting job deadlines or in handling unexpected job assignments. Physical demands work requires light to moderate physical effort; it may require standing or sitting for extended periods of time for up to two (2) hours with few chances to change position. WORKING CONDITIONS Work is performed both inside and out, although not usually outside in inclement weather. There maybe moderate safety hazards, primarily from falling objects or improperly handled equipment.
